I predict that this is the issue.

You need to either turn off Controlled Folder Access and re-install Rainmeter, or create whitelist "exceptions" for
C:\Program Files\Rainmeter\Rainmeter.exe and C:\Program Files\Rainmeter\SkinInstaller.exe
